“套路”频现市场 不合理低价游成涉老诈骗高发区

老年游需求快速爆发,一些假借旅游外壳行诈骗之实的案件也逐步浮出水面。7月8日,北京商报记者从北京市老龄协会获悉,在对本市涉老案件调研后,市老龄协会联合北京扶老助残基金会等多部门总结了十类与当前老年人生活密切相关的骗术。北京商报记者发现,其中有多个种类的诈骗都涉及老年消费需求集中的旅游产业,比如保健养生类诈骗中就存在通过免费旅游向老年人销售夸大效果保健品的现象;还有不法分子以低价旅游诱惑骗取钱财的情况,甚至出现了导游与景点商店等相互勾结,强制老年人消费的案例;同时,通过低价旅游套取高保证金的合同类诈骗也现身市场在业内看来,虽然老年人旅游需求日益高涨,但由于这类旅游产品存在留证难,异地维权成本高等问题,会被不法分子钻空子,相关部门还需强化管理机制,完善事前事中管和事后追查。

行骗套路不断翻新

“在调研过程中,我们发现有多个种类的涉老骗局都会利用旅游作为一个幌子。”本次参与调研的北京市扶老助残基金会法律部主任林鸿雨介绍

捍卫权利的困难

不可否认,涉旅游产品维权难已成行业痛点,让老人在维护自身利益过程中遇到了不少阻碍。有专家直言,这一问题甚至让不少老人最终只能放弃维权。据林鸿雨介绍,调研发现,目前涉嫌老年消费诈骗的旅游企业,大多是成立时间不长的小型旅行社,人均诈骗金额在几千元到几万元不等。

对于老年人的维权难点,林鸿雨分析称,首先,不少老人在旅游过程中都没有保留证据的意识,“有的案件中,老人在被 '忽悠' 着买了保健品后,发票,包装都没有保留,他们甚至会听信商家的宣传,直接将保健品保存在商家的仓库中。”林鸿雨介绍,与此同时,还有一些不法分子为避免留下证据,会采取上门拿现金等形式收取款项,而这些都给维权取证造成了困难。

亟待强化监管

在业内看来,对于老年旅游消费来说,虽不能“因噎废食”,但也确实应重视其中存在的管理短板与监管空白,强化对于老年人权益的保障。

随着老年消费需求快速爆发,旅游行业已着实成为了我国人口老龄化红利的主要受益者之一。北京财贸职业学院旅游咨询中心主任王琦介绍,调查显示,老年人年平均旅游次数在一次以上的占比高达86.25%,虽然他们愿意花在旅游的支出在2000-20000元/年不等,但三成以上集中在5000-10000元/年,可以看出北京老年旅游市场的需求较强。
